This would be in Pennsylvania. Specifically, Kwanzan flowering cherry and white birch.

The best time is when their dormant, thats usually late fall to very early spring.

now.. or soon.... the idea is to give the new trees time to get some new roots going before winter, so they have something to hold them thru the cold season...they need to do this when they don't have to also worry about putting out new leaves and flowers, too...... so , fall is the best time...... plus there's usually plenty of water available... or at least you're not on water restrictions.... be sure the trees are watered so that the soil is MOIST , draining well, not soggy....feel with your hand to see if they need water or not..... deep water... pour a five gallon bucket on the root area of it slowly each time you water, and watch that it drains thru..... shouldn't need more than that every few days.....until the ground freezes.... also... little critters love to chew on new trees in winter, so protect them with a cage of hardware cloth to keep the critters out!.... I envy you the white birch... I miss them since I moved south.......sigh..........

Spring-when there is a lot of moisture or now in the fall. Keep it well watered at this time of year.
