I've got a Readydebit Visa prepaid card. The fees seem low compared to others ($10 to get the card, $5/mo, no purchase transaction fees). The part I like best is the no overdraft fees. I've seen these at the local corner stop and shop even. You obviously have not looked. My question is why do you want one of these? They do nothing for you except cost you money in fees so the company can have the use of your money. It is like a saving account only you are paying them to hold your money for you until you want it back. Wow, what a money maker for the bank, they get to hold onto your money and use it to make more money and you are paying them to do it.

In my part of the US, a better question would be where CAN'T you buy them. The answer would be much shorter.

or if you're in the US, WalMart has them. I don't know if banks have them. maybe a grocery store would.
