It depends on where you are from. You may consider short in USA, but in other countries, you are still taller than many other guys.

When he is well below average height for his environment. A 5'5 guy in Japan may be average height in his community, if he goes to Denmark where guys are often 6 ft or so, he would be considered short. Just depends on where you live. By the way, in the US the average height barefoot for a guy is 5'8 to 5'9; not 5'10 or greater as many people say. I am 5'10.5 and considered above average height, but then I never lied about my height. Guys lie about height and penis length

Considered short by whom?
If a guy is 5'2" tall and his girl friend is only 4'10" tall, then obviously he is not considered "short" to her.
And even if his girl friend is 5'6" tall, it doesn't matter.
Eddie Arcaro, a famous jockey, was not tall. He won many races and is considered one of the best jockeys of all time, along with Willie Shoemaker.
Physical characteristics such as "short" "tall" "pretty" "ugly" "fat" "slim" are all unimportant. If you have self worth, which is feeling that you are important no matter what others think. You shouldn't concern yourself with how others view you. People will accept you for what you are, if you accept yourself for what you are.
Napoleon was short. He conquered most of the known world.

Height is relative. If you think you are short you may be over 6 feet tall and in your mind you are short.
