This is a very interesting question, you want people to discover the sequence for the proposed number and I am sure that I discovered. Look, the final sequence is as follow:

As you can see, the number 233000 (proposed by you) is listed twice.
This is the reason for this sequence.
First to all you have a list of number starting from zero up to 3 in the following way: 0-1-2-3 the sequence consist in writing the number from the list so many times as the before one, for example: let's start with number one (1) this number has at the left side the number zero so you will write number one in zero times (it means that you will not write it), after comes number 2 so you will write one time (because is number one which is before of number 2) after will come number 3 which will be wrote 2 times because number 2 is at the left side of number 3. Finally will follow number zero which has not any number at the left side but in this case is considered number 3 as a "left side number" so, number 0 will be wrote 3 times.
We make this exercise when starting with number one, so you will repeated the same procedure for each number and the result will be as listed above.
