Yes, right now XP is better but hold on...
When building a gaming system, the MOST IMPORTANT component is not the processor, it's the video card! The difference between getting 8 fps and 50 fps per sec in Oblivion or Battlefield 2142 will be your video hardware.
A system built with a midrange processor and a high-end video card is much, much better than a system built the other way around- with a great processor but mediocre video card. Remember, you can have the fastest processor in the world but if your video card is crappy, the CPU just has to sit around waiting for it to finish drawing before sending more data...
With a laptop/notebook its even more critical to keep this in mind because unlike desktops, you cannot upgrade your video card a year later. Whatever it comes with is all you've got for the lifetime of that machine. So a notebook with some Integrated Intel graphics is worthless.
For gaming, a desktop system with an AMD Athlon X2 3800+ and a GeForce 8800GTS 320mb video card will SMOKE a system using an Athlon X2 5000+ and a GeForce 7300GT or Radeon X1300. It doesn't matter that 2nd CPU is a vastly superior, the GPUs are in entirely different leagues.
Also keep in mind that DirectX 10 will only be supported under Vista, not XP. It's not important now, because no DX10 games have been released yet. A year from now that will be different - you just need to make sure that any Vista systems have sufficient memory (2GB minimum) But since you have no upgrade options later, I'd make sure any laptop I got today can support DX10 in the future.
If you're looking for a gaming laptop start with the ones that have good video options, then choose the fastest processor you can afford from among that group.
Geforce Go 7000 series- get a 7600 or higher
GeForce Go 8000 series - get an 8600 or higher (not the 8400)

Here's a company that makes some decent gaming notebooks, compare these to models from major companies like Dell/HP etc.
