Take a blade out of a hacksaw (large one), wrap on end with material, put the flat edged against the porcelain and cut the wing nut off, or cut upwards at an angle until the wing nut will split with a screwdriver, it is easier to do if you remove the unit, but they are top heavy, when you take it out it will fall over backwards if you don't support it, if you support it, the cistern will move when the nuts are free. Good luck.

its very easy to say cut it off and replace it with new ..but sometimes the space is so small to get in as the toilet was put together and then fitted ..so sometimes there is very little room for a hacksaw blade ..easier to take the toilet out ..usually two screws inside cistern and two screws at base of pan ..then at least you can get at it

what you need to do is unscrew cistern from wall, and unscrew toilet from floor then gently pull the toilet with cistern connected to it,it will be easier to get to if still cant undo hacksaw off and replace with new

Do not try to unskrew it,usually it is hopeless, just cut it and remove, change into new one, that is much easyer.
