I am fixing a (TFT) PC monitor at the moment, I think this piece may be a capacitor; I'm not sure.

Also, could someone tell me the "power" of it, it had the writing 18J 3KV on it. Thanks!

18 = 18 pico Farads,
J = 10% tollerance,
3KV = 3000 Volts.

rmn_tech is right (except tolerance only has 1 L in it ;) )
It is a capacitor with the spec as =

18 = 18 pico Farads,
J = 10% tolerance,
3KV = 3000 Volts.

Do be careful though, I say this as if you did not know what it was you may not be a very experienced electronics repairer and these boards have some voltages on them, as per the 3000 volt cap mentioned, that can kill you !! I always like to work on such things in the presence of others, who can help if my other safety precautions go wrong and I get hurt !!

The problem this poses is as soon as you have put this part into the monitor it could blow the component out next to it, especially if you put it in wrongly or if the power to this new component is too high. You would be better off letting a qualified personel do it for you.
