This question can only be correctly answered by your company and what plan you have. Off peak is not necissarly free, it just means that it is the unw hrs, but if you dont have unw then you will be charged, many people think they have unw but they dont so you better call your company just to make sure!!!

charge on peak only yes you are correct
but off peak if you roam, you will still be charges.
and if you make a call to an international location off peak you will be charge the cost per minute what ever that may cost you.
