i have a 97 chrysler neon and was wondering whether it is possible to change it from a auto to a manual if so how is it done etc

Yes it's possible, however it's a lot of work. The best way to tackle a job suck as that is to buy a complete donor car that you can cannibalize. The complete engine/transaxle assembly has to be dropped. The pedal/clutch master cylinder and/or cable have to installed.
You are much better off to buy a vehicle with a standard transmission.

In the ninties they started the electronic transmission era, that means that the transmission is tied into the computer so if you changed the tranny you would need the computer that goes with it. I just don't think it would be cost effective.

Yes it is but keep in mind tat you will be changing the entire transmission. It's not easy and it's expensive.
