I have a 2003 Hyundai Sonata 2.4L. Over the past week or so, I noticed the check engine light come on while in park and idling. Just prior to it coming on, the engine will all the sudden go from 750rpms to about 1300rpms then the light comes on. When I shut off the motor and then restart it again, the idle is normal and the light does not come on. I've taken it in twice to the Hyundai Dealer and had it looked at and tested but nothing comes up on the diagnostic.
Any help would be greatly appreciated.

The oxygen sensor is trying to fail in the emissions system, causing the fuel mixture to go from lean to rich causing fluctuation in the idle speed. The sensor being in the emissions system should be a warranty item, take it to your dealer and get it checked.

Sounds like two things Vacuum leak or Idle air control device.

If you do the codes or have it done and nothing shows up, describe when it happens, hook up the reader and drive the car while checking the readings "Two People, one to drive & one to read the codes.
