I heard that in MA landlord is responsible for the water bill, is that correct? Thanks!

Depends strictly on the lease. Most leases have a list of common utilities and 2 columns one for landlord and one for tenant. The column that is checked for water is responsible for paying the bill.

Yes, it is correct. Regardless of what a lease may say, state law requires that the landlord pay the water and sewer charges and that they are included in the base rent. State law also prohibits adjustment of the rent based upon water bills or pass-through of the bills to the tenant.
