Most plastic surgeons like to wait until you are 18 HOWEVER my sister had hers done at 16. If you are having back and/or neck pain surgeons will take that into consideration. You can go down to a D comfortably my sis and I both did. We are both a C-D cup (depending on the bra) and have had no further problems since.

Yes, you can have them reduced to whatever size you like. The surgeon may make a suggestion, but it is up to you. Just make sure that you know the implcations and the risks of this surgery. There is a fairly significant recovery time. Assuming that you are a student I would suggest you do it over a long holiday break or wait until summer time (however you will not be able to swim for awhile.)
Also, if your parents have decent health insurance this would be a good time in your life to have this surgery done so most or all of the costs will be covered. As long as you have some type of history of pain or other ailments being caused by your large chest the insurance should pay.

Most PS's will not perform a reduction until you are over the age of 18. There are few exceptions and you'd have to prove that they are affecting your everyday routine.
To be covered by insurance, the ins company may have a required amount of tissue taken out in order for them to approve it. So you might have to go down to a C cup (which is an average size).
Talk to your family doctor about it and start reading about reductions on the internet.

with that big of a problem (forgive the pun) as long as your parents concent to the surgery a dr. might consider it but definatly talk to your parents and have them help you. you will HAVE to have their consent. Because they are so over porportionate and could very seriously casue more problems some medical insurences will cover it. Its one point to bring up with your parents when you talk to them.
The dr. will look at you. take in account age, body shape, etc. and then recommend a size for you. you can say i prefer a D. however it is more dependent on your body type. I had it done a while ago and decided to go with my recomendation instead of the Dr. and since it was only a size diffrent he yeilded to my wish. well now i regret it and have to (eventually) go back and get it redone. I am not comfortable with it and feel awkward casue i think they are still too big.
Best thing to do is talk with your parents and then see the dr.

Most plastic surgeons will say wait until you are 18. If and when you have the surgery, going from a DDD to a D will really relieve your back pains.

I have fitted custom fit bras for over 20 years and I would strongly suggest you get fitted and wear custom fit bras. They simply support better, reduce pain in neck, shoulders and back because they are designed to do that. Store bras are designed to look good period! My bra clients love their bras and love how they have decreased pain and stress.
Because you are still developing, and until after you have had children, I wouldn't have the surgery. Pregnancy changes your breasts and a breast reduction usually will prevent you from nursing your children. Plus it can cause issues with the tissue not changing more uniformly and damaging the lymph glands.
Surgery has it's own share of complications that many people are not even aware of. As a Biofeedback therapist I see clients all the time with long term problems from having surgery, that have affected their health and well being.

I'm sure that if you consult with a doctor, he or she can answer all of your questions. My sister-in-law had very large breasts and had them reduced. They are still large but she experiences no back or shoulder pain anymore and has a much easier time buying clothes.

This is something you need to discuss with you parents and a good doctor. It sounds like you'd be a good candidate for the surgery but again...discuss it with your doctor.
