It all depends.
Interlaced monitor, at a lower scan rate, provides better picture than non-interlaced monitor at the same scan rate. After all, this is why interlaced method was implemented - to use lower scan rate and still provide viewable picture.
At higher scan rate, inter-lacing is not necessary. It can paint the whole picture completely and still provide the high enough refresh rate.
Today, ONLY interlaced "monitor" in existance are tube type TVs. All computer monitors LCD and Tube type, are non-interlaced. It was in the 80s, you were able to buy one or the other for computer use.
Without knowing your familiarity with monitor technology, I don't know how much explanations to provide to you.

Monitors come in Interlaced and non-Interlaced types. The interlaced monitor fills the screen by first painting the odd lines and on a second pass painting the even lines. The Non-interlaced monitors fill the screen with one pass.
