They argue how the war kept Iraq from wiping the US off the face of the planet. Yet, it takes $40,000 to get them to sign up and do anything about it.

You really are misinformed. The reason we need so many troops is because we are spread through-out the world. The Clinton administration cut funding to the military. as you would know since you have served, we've already built it back up, but now that we are at war we need soldiers. We could offer a 40k enlistment bonus or we could bring back the draft. Your Democratic friend Charles Rangel introduced a bill to bring back the draft. Be glad a republican is offering to pay 40K, a Democrat would draft you against your will.

It might have something to do with the very high opportunity cost of serving for a highly qualified applicant.
Base pay for soldiers is low, so a bonus is necessary to bring it up to civilian wages.
Not a big deal.

signing bonus for Mos and AFSC'S HAVE BEEN going on for awhile now, I got a ton of Jack for re-enlisting in 99, as former Air force Chi-Guy you should no that!!!!!!!!!!!!!!
