One reason to grab it all at once is to try to make it contiguous. If you let it grow in chunks, it may end up in several pieces, which is bad for performance.

the paging file should actually be 1.5 times your actuall physical memory. ( it's the size of the space that your page file / virtual memory takes space on your hard drive.

to your point,.. 1.5 times is a nominal amount that has been formulated by considering the size of your memory. The 1.5 dictates how much space would be useful considering, your bus speed, and the ammount of ram you have installed.
