I know you used to be able to buy Ouji Boards (as a game) in my area in England but they WERE taken off the shelves along time ago. They are easy to make though. Some people have bad experiences with them while others dont.
Heres some info on it if its of any help to you?
A Ouija board is commonly used in divination and spiritualism, often by friends out to have some fun. Sometimes users become convinced they've been contacted by the spirit world. The board usually has the letters of the alphabet inscribed on it, along with words such as 'yes,' 'no,' 'good-bye' and 'maybe.' A planchette, a small 3-legged device with a hole in the middle or a pointer of some sort, is manipulated by those using the board. However, users often feel the planchette is moving of its own accord rather than responding to their own unconscious muscle movements he users ask a "spirit" a question and the pointer slides until it stops over "yes" or "no" or a letter on the board. Sometimes the selections "spell out" an answer to a question asked.
It seems alot of people disbelieve in them and say they are fake BUT i would just like to say that my mum played with one when she was young and single. They asked it if she would ever marry and it said "yes". They then asked it who would she marry and it spelt out the intitals R.J.C.W.
Approx 23 years LATER my mum met my dad and married. His initals are R.J.C.W. Real or Not....but theres no other explanation to it.

There are no "banned" Fortune telling games, unless it happens to be banned by a specific religious sect or cult. You have described the Board and Planchette of Ouija.

Ouija boards aren't banned. They still sell them at many toy stores.
Robin Williams tried to get Robert DeNiro's encephalitis lethargica afflicted character to interact with him using a ouija board in Awakenings (1991)

Uh, YES IT CAN HARM YOU [excuse me to the post above] it isn't 'always' a game. Sometimes you CAN contact something evil AND those types of entities are extremely hard to get rid of.
Speaking from experience/family of four
Too many things happened, long true story
If I were you, I'd DEFINATELY stay away from the thing.
We tossed our board in the garbage where it belongs for all eternity.
