Ink?
On the outside of the screen or inside of the screen?
If you have a LCD (liquid crystal display) monitor and the "ink" is under the glass, then you have a problem.
Has the laptop been dropped? Has something bumped or hit the screen?
Sounds like the monitor has been damaged in someway or another, and is leaking.

Screens don't use Ink, you likely use an older monitor tube-style monitor (big box) or an LCD scrren (all laptops have LCD, and almost all thin screens are LCD).
In the case of LCD, you have some dead pixels. Dead pixels can either not work at all, or stay one constant color. These are very hard to fix, and can be fairly costly. If its a standalone unit, it may just be easier and cheaper to buy a new display. I'd contact the manufacturer otherwise, and if its still under warranty they will fix it for a price, if not, they may be able to fix it or suggest a certified repair group near you.

Go to the drug store and buy a bottle of "Isopropyl Alcohol" (about $2 for a quart bottle). Place a small amount on a soft cloth (best is microfiber cloth) and rub gently.

For general screen cleaning:
Do not use cleaners containing ammonia; the ammonia can etch and cloud your screen.
Buy a bottle of Isopropyl Alcohol in a drug store.
You want to make a solution of 40%-50% Isopropyl Alcohol
For 90% Isopropyl Alcohol
In a spray bottle add equal parts of:
Isopropyl Alcohol
Water
For 70% Isopropyl Alcohol
In a spray bottle add.
2 parts Isopropyl Alcohol
1 part Water
Use microfiber cloth. Paper tissues can scratch your screen.
"Now that we have everything we need, start by turning off your screen. Dampen your piece of soft cloth with your cleaning mixture and then wipe the display gently from top to bottom. Never spray liquid directly onto the LCD. When you're done, wait a few minutes to let your screen dry, and then turn it back on. You're done! Your screen should now be sparkling clean."

If you have black spots on your monitor or it looks like the monitor is leaking "ink", then your display is cracked on the inside. If you have a warranty see if it will cover that, if not, you are looking at an expensive repair. Depending on the age and type of laptop you may be better of buying a new one.

If you spilled ink on your laptop then i would suggest trying to get it off with windex and a clothe, but if its in your monitor, Like under the outer layer, then it isnt ink. The screen is just broken and needs to be replaced.

It's not ink. LCD stands for liquid crystal display, you have cracked yours, that's why you see liquid.
It is not repairable. But the screen can be replaced by an expert for $100 to $200.

Are you saying you got ink "in" the monitor? I'd take it to a professional for some careful cleaning.
