In my opinion, the best state universities for undergraduates are:
1. University of California at Berkeley
2. University of Virginia
3. University of Michigan
4. University of Wisconsin
5. University of North Carolina
6. Georgia Tech
7. UCLA
In general, the best state unbiversity in a given state is the one named "The University of XXXXX" The second best is usually the one named "XXXXX State University"
Directional universities (like Central XXXXX State or Northern XXXXX State) are not as good. Bidirectional universities (like Northeastern XXXXX State) are usually pretty bad.
There are some exceptions. University of Pennsylvania is a private school -- so Penn State is the best public university in PA. For some reason Ohio State is the best public school in Ohio.
And then there is NJ -- where Rutgers is the best public school in the state.
