well let's see...my Asian box turtle loves it when he come out of his enclosure to get some sun..we just kind of hang out. I clean his shell and give him turtle wax (not turtle wax for cars but turtle conditioner for tortoise shell.) He enjoys his massages. I had Red Ear Sliders that loves it when I call them..they will go from the bottom to the top of the water to say hi. Then again when I call them I usually take them out to sun bath, eat or massage them. I also had a Sulcata Tortoise that loved it when I rub his "chin" the under part of his head/neck. As a matter of fact that's how I found out he's a he...he got a little too "happy" during his rub down. I guess that was tortoise foreplay for him. LOL. But yeah they are more friendly when you handle them. I also like to clean them to make sure they are not so dirty and that to check for damages on their shell. Plus make it easier in case you have to take them to the vet.

I have a Russian Tortoise and he's actually very friendly. He's not scared of people or animals at all, which is a good & bad thing. It scares me that he's to comfortable with dogs and could get himself hurt. But anyhoo, and night I pick him up and set him in my lap, and he'll crawl up onto my chest and sleep under my chin. He likes the warmth ☺

Tortoises are fairly solitary creatures. Not exactly the cuddly type. You can cuddle with them if they're big enough, but make sure it doesn't try to bite you. They can really bring on the pain...

Depends on how cuddly the tortoise is. Being held can stress some out....depends on the personality of the Tort...
I would hold him/her to do a daily check-up on his/her health etc.
As for being cuddly, snuggly as in close to your face I wouldn't advice it...

We have one that we have raised from a baby, she is now 10.
We don't cuddle with her, but you can hold her, and if you rub the top of her head, between her eyes, she rolls her eyes and closes them, as if she is going to go asleep.
I love her, she is a good pet!

One can (if the tortoise is big enough), and some owners do- but the good owners understand that tortoises rarely like human attention.
They recognize us as food sources, but otherwise vaguely distrust us... unless we are warm on a cool day- then they like our body heat, but not us ourselves.
