Some men are more comfortable with it not rolled back.
Uncircumcised men have their foreskin attached to the gland by a membrane that can only withstand so much tugging before it is damaged.
When I was a teenager my girlfriend was lying on top of me, dry shagging me. I was extremely hard as boys are at that age and she was pressing down on the end of my erection for her own purposes.
The membrane was suddenly detached, causing me quite a lot of pain and lots of bleeding.
The incident ruined the relationship as it put her off me completely. It also meant that now the foreskin always rolls back which isn't what I'd want by choice.
I expect that this is more of interest to UK and continental guys because in the America baby boys are circumcised as a matter of course.
On balance I think it would be better to leave a baby boy's penis intact.

It's possible to have sex without rolling it back, Sometimes it feels like a rubber band rolled back though, There's no do or don't because it's different for each guy.

The foreskin is there to protect the nerves in your penis this way it feels more intense when having sex because the skin rolls back as the end of your penis goes into the vagina
touch it with the skin up and then pull the skin back and do the same!
feels better with it back right? but don't forget the vagina is nice and wet inside and warm and that helps a lot.

On the unlikely event that it has NEVER been rolled back, it might not. But that is so unlikely; Your dick would have rotted off by now if it had not been cleansed properly, and masturbation rolls it back. So it's most likely to roll back.

Hi Person1, It sounds like you are not circumcised and you will have less sensitive with that problem so you might want to be circumcised or wear a condom which you want to do anyway,,Bob.
