In my line of work, half baked solutions, or go around techniques, for expediency - are accepted as holy writ by my company. They don't know I just gave them band aid so I can come here and talk to you, guys.
Seriously, I don't think there is any perfect system. Murphy's Law applies in most, if not all endeavors.
And anyway, perhaps perfection is not the thing. It is the quest for it. It is not the destination that counts, but the journey to get there.

They work, but as you said correctly, only as remedial measures until the best solution is found and done.
"Band Aid solutions" precisely because the intention is merely to make sure the problem is immediately arrested, albeit temporarily, so that it does not become worse. A laceration, for example, is temporarily band-aided so that the bleeding stops, the wound is not exposed to outside contaminants that could infect, but the wounded should see a doctor. What the doctor does is the "best solution".
Moving back to the intent of the question, if the problem applied with "band aid solution" is not addressed properly, then the band aid will peel off and the problem can only worsen.

band-aid solutions are at best a cover up to show things are being done. it may be a remedial measure until the best solution is found.
