How do I get a dwarf Washington Navel orange tree to bear fruit?

It's green as can be, but not a bloom. I live in Southern California, so weather isn't a problem...

You don't say how old it is. Might still be too young Navel oranges bloom in spring to summmer and the fruit ripens over Winter. Oranges are self fruitfull so you don't need a second one for pollination. If outdoors the bees will find it to pollinate for you. When grown indoors ( why would you in So.Cal. except they smell good ) you can pollinate the flowers with a small paintbrush. Just wipe across the flowers.
The University of California Riverside is probably the best source of info on orange trees. Riverside is where the navel orange got started in Ca. They keep one of the original trees alive ther by grafting neww roots to it.

its just like musceicines peaches,,,theres got to be at least one male in the bunch,unless,you've got my luck,,,you might have the male and will not bear
