i think you mean a bail ...for bailing water...

The only thing I can think of is ladle--like soup ladle. Oh, we also called it a dipper, before we had running water and carried our drinking water into the house in a big old bucket and had a community dipper that we drank out of. (and still living to tell about it)

If this were my project, I'd rig up some type of siphon hose to drain the water from the tank to a pail or get a little siphon pump.

It could be a scoop or small bucket. It could be a valve at the bottom of the tank. It could be a siphon to start a flow of water through a hose up over the top of a large tank down to the pail. Do any of those do it for you?

A water tank to pail water scooper. I think Wal Mart has them.
