You put this in the Psychology category, so I presume you are talking about being emotionally "numb." I think shutting off ones emotions is done (usually subconsciously) to avoid the paid of truly *feeling* uncomfortable, unpredictable emotions. Once in a while this is ok, especially when you are in a place where it is not acceptable to scream, yell, cry, etc. I've wanted to scream or cry at work more than once, but I'm happy I didn't.
But you HAVE to feel sometimes. If you bottle up your emotions all the time, you risk making yourself sick. Studies have shown that your blood pressure can especially become adversely effected by not saying that you want or objecting to things in life. I have a friend that used to have high blood pressure, and now he doesn't. I asked him what he did. He answered, "I started bitching people out when they pissed me off." I think we all need the cathartic experience of "letting it out" - with a good cry, or yelling at someone, or punching a pillow.

emotional numbness is the lack of feelings and compassion. energy does not rise or fall at situations that come up that should stir emotions. It is like being unplugged from empathy towards self or others.
Physical numbness is easy you know that one.

Physically, or Mentally?
I'd have to say that I would much rather be physically numb.
When you have come as far as to have achieved mental numbness, then you have been through sad, and trying times.
