Bleach is pretty tough on metal. Soak in 70% rubbing alcohol (70% isopropanol or denatured ethanol) with a drop of dish detergent added as a wetting agent. A five minute soak does a
pretty good job of surface disinfection, especially on a smooth surface like scissors.
Or you could use one of the disinfectants sold for barbershop use -- they're typically quats, and pretty good, or one of the veterinary/farm disinfectants from a farm store. But not iodine.

If it were me I would first scrub them with hot water and soap. Then I would put them in a pot of boiling water for 20 minutes, turn off the heat, and leave them there until the water cools to room temperature. You could instead try the same 20 minutes in a pressure cooker to get even higher temperatures for this sterilizing.
If you went to a hospital and they were sterilizing the instruments to operate on you that is about what they would do.

I live by bleach, so that's what I would use. After you soak/rinse them with bleach, just put soap and water on them, to get the slimy feel of bleach off, and the smell.

What I would use is some rubbing alcohol or you can find some sterilization solution at maybe a hair and nail supply shop. I used to use rubbing alcohol to sterilize tweezers in my home. It is supposed to do the job.

Obviously, you start with a rinse. Then go ahead and put them in the dishwasher's silverware rack. The heat from the heat/dry cycle will kill off all the bacteria.

Use some of that hand disinfectant
Also, I just bought some Windex disinfectant window cleaner. It would polish them and kill the germs. They have a lot of those disinfectant cleaners now.
