Your minimum answer would be 2......
One leader and one follower.... even if they are walking in a circle... the leader would eventually be the follower and vice versa.

If the number of leaders is equal to the number of followers, then the total number of people walking is equal to twice the number of leaders, which is also equal to twice the number of followers. But if you don't know the number of people in at least one of the groups, then you can't find the total number of people walking. You don't need the word "minimum" for any reason.

If x = no. of leaders and y = no. of followers and if no. of leaders equal the no. of followers then: y = x and vice-versa.
