I used the emergency brake once in seven years and it locked up the left rear brake. One old time mechanic said he just pulls on the cable until it releases. I was told by another mechanic to drive in reverse and pump the brake pedal, which is supposed to release it also.

Grab the brake cable housing and shake the heck out of it pulling and twisting and after a while it may loosen enough to get the wheel off. after that remove the cable and replace it. Then follow the e-brake rule, either use it every time you park or do not ever use it.

Lay some cardboard under the van below the e-brake cables and spray the heck out of them with a good rust penetrant spray---make sure to get the spray onto the top of the cable to let it soak down. The inner cables rust from disuse and seize up to the outer sheathing or conduit and will lock up the e-brake. Soaking in rust penetrant for a few hours and then applying the e-brake pedal a few times should unseize them....repeat if necessary. Backing up and applying may work if they are not too seized up. And, either don't use them at all or use them once a week.

Loosen the adjustment wheel so you can get the drum off. Then clean & repair as needed.
