It's is assumed he did. By this he was defending himselfagainst his own crack pot ideas. To him, people who smoke have on oral fixation. Someone pointed this out to him and he basically contradicted himself.

In other words he was saying, "If this were anyone else, yes it would mean a oral fixation, but not for me"

There is no evidence he said it. However, it means that a psychologist/ psychiatrist/ counselor can over-interpret and over-symbolize and should be careful of doing so.

Basically it's the same as saying that something infront of your face is just what you think it is. If you hold your hand up, it's just a hand. There's nothing more to it or something psychological. It's just a hand.
