The answer has to be A. Half of 350 is 175 and half of that is 85. Therefore, it can only be 3%. But for an exact number all you have to do is divide 12 into 342 and multiply by 100.

Let's work it out:

X= what percent
of means to multiply
is means equals

So...

342X = 12 or

X = 12/342 so

X = 0.0351

You must multiply this answer by 100 to get the percent

100 x 0.0351 = 3.51%

So the answer is A

If you want to check your answer think this way....

What is 10% of 342? 34.2
So 5% is half of that amount or 17.1
Half of 5% is 2.5% which is half of 17.1 or 8.55
So our answer is realistic. Because 12 is between 17.1 and 8.55 just as 3.5% is between 5% and 2.5%. Okay that may have been confusing :>)
