I followed the directions on the owners manual: turn key to middle of "on" and "off" and lift the seat. Unfortunately, the seat does not lift and I can't find any lever or anything. I'm sure the lock's not broken since the person I bought it from opened it in front of me. Any insight our tips would greatly be appreciated!

Japanese bikes are quite thought out, just pretend you open that seat every day and do what you think would be the best way to open it: chances are the japanese designer preceded you in exactly your thinking.
I'd try turning that key to the right and perhaps push a button or just lift.

These are the exact words from the owners manual -
To open the seat
1. Place the scooter on the centerstand.
2. Insert the key into the main switch and turn it counter clockwise to "OPEN".

NOTE:
Do not push inward when turning.

3. Fold up the seat

According to the picture, turn the key past "off" to "open".
Counter clockwise of "off" is an "arrow".
At the point of the arrow is the word "open".
Directly after "open" is "PUSH" (for the steering lock).
Maybe the "open" is worn off of the switch.
Your scooter might have one of those Japanese quirks - it might need to be on the centerstand - I've see stranger things.

On my Japanese scoot, the ignition is the push button. Turn the key to the proper position and then just push.

Insight.
It probably just needs a little encouragement.
Make sure the lock is working, then use something like a screwdriver or a thin blade type item like a knife, putty knife, etc.
By the way, turn the key 'on', 'off', 'on', 'off', and then while prying up on the seat, wiggle the key also. Just might be a little tight. Good luck.
