Moral laxity starts at home, and then is exacerbated at school. Of course there are exceptions where a child who is "raised right" still manages to become immoral through social contacts in school. Generally speaking, however, most students who have attentive, communicative parents fair better when put under peer pressure.

This is not a moral issue, it is a problem in behavior. Morality is going to get into religion because there has to be a moral authority behind morality.

Behavior is different. We can demand honest behavior regardless of whether we think honesty is a moral issue or not. The home life has the most influence on student behavior. Where parents are involved, students excel. Schools could demand increasingly higher standards of behavior, but the parents would have to support the rising standards.

If I had my way, schools would enact mandatory behavior with regard to respect for teachers.

it is the home because children watch things their not supposed to watch and when parents do something their children copy them
