What could be the REASONS WHY a state forbids ownership of hybrid cats but says it's ok to own bengals?

First, you are assuming there IS a reason why the state legislature passed whatever laws apply. This is usually a false assumption.
Second, you assume the reason for a law prohibiting hybrid cats is somehow related to the reason there is not a law against owning Bengals. That is nearly always false.
Third, regardless of what the 'official' reason for ANY law is, the actually reason is normally "We thought it would increase our chance of re-election."

Without knowing what state you're talking about it's hard to say, but a bengal IS a hybrid cat. Perhaps they mean to ban all hybrids, except bengals, which are probably the most gentle of all hybrids.

Maybe they think its unethical for the cats to have interracial relationships? Possibly they may think that forcing a cat to breed with a different race is unethical, or disgusting? My teacher thinks its wrong to force different races of cats or dogs to be forced to mate.
