I am a female, licensed gun owner in the state of California. I own a revolver and an automatic handgun. I know for a fact that you cannot purchase a firearm until you are 21 years old. You can obtain a safety certificate which allows you to shoot a weapon but you cannot purchase one. I've seen children as young as 8 years old at the firing range, shooting weapons. Minors actually in possession of weapons are not the legal owner of the gun; they obtained the firearm by theft, on the black market or someone gave it to them. At a firing range, however, you are allowed to shoot a gun that is not licensed to you, as long as you possess a handgun safety certificate. But the laws may vary from state to state.

Hand guns are different, but lots of kids have guns. I've owned a gun for 49 years. Got a BB gun at nine. I got my .22 at 14. I never shot anything I shouldn't have shot. I live in Michigan, and this fall thousands of teen boys AND girls will be hunting with deadly weapons. It's a rare hunting season when a teen shoots somebody by accident. It's waaaaaay more likely a teen will die in a wreck, while Dad is driving to hunt. The problem you refer to isn't minors, it's criminals. Who happen to be minors.

Adults, steal them or get them from Friends who either steal them of get them from another adult.
Very rarely are they found lying around in the streets.
