Coaches do not have to be from that nation or of national origin. He may have had contacts with the national team through coaching clinics and camps that fans my not hear about, but are conducted in the off season.

Nolan Richardson was raised in El Paso and speaks Spanish fluently.
From 2005 to 2007, he served as the head coach of the Panamanian National Team. In March 2007, he was named as the head coach of the Mexican National Team. You do not have to be from the country to coach the team.
Del Harris coached China in 2004.

Anyone else can coach the Mexican National Team, but Hugo. I never liked when Mexico hired Hugo as the coach, I'm just letting his same old tactics and unsual coaching do the talking, yeah & they sucked!! I am happy he is not doing so well, but not happy how the National Team is responding and playing. I am not sure how Hugo is going to stay there until the World Cup 2010!! It was an uggly game yesterday against Guatemala, & a lot players could off gotten hurt. But losing to that team, now that's not acceptable!!

Coaches do not need to be in that race to coach. What if we had a mexican coach for the USA team? Would that be any different? no.

Rocco- Learn your Geography. El Paso is on the border but it is not very close to TJ or Tijuana. The border town that neighbors El Paso is Juarez. Tijuana is on the Californian border

You dont have to be from the country to coach. Why is he coaching Mexico you ask? Cause if someone would pay him, he would be anywhere else. (He coaches Mexico for free)
