I'm taking a trip to Japan and I want to go to Harajuku District. I hear you go on Sunday to see the cool dresses and fashion. But I really know nothing else about this district, except its exotic fashion. What happens on Sunday in Harajuku District? When they dress up, can i take pictures with them? Can I ask to? I'm really curious..because it looks so cool!

Yes. Yes. Some will be antisocial and not want to take a picture with you, but most are more than happy to pose for or with you. Because of the heat most of them will be under the small bit of shade that's there. The majority (or all?) can be found on the Harajuku bridge, which is very close to the station and Yoyogi Park.

Sunday is the day to get dressed up and go to Harajuku. There will be some folks around any day of the week, it's just that Sunday is a holiday.

People gather at the bridge on the Harajuku station of JR line.
Visit Takeshita dori (shopping street) after that.

i went to harajuku just this summer and im 12 xD on sundays lost of teenagers or more go there to cosplay in anime costures n stuff. you haveto ask to take pictures cause its rude if you dont. if they have their back turned to you dont take any! it means they're break.also if they're sitting down with a group of friends eating or talking or soemthing they're on break D: btw the shrine is soemwhere you should go (:

You have to ask them if they want to have their pictures taken because a lot of them don't want to.

If you want to take their pictures candidly, try taking their pictures from afar (you need a powerful zooming lens with that).
