It depends on what you are proposing to your girlfriend - if its engagement and marriage a ring with a precious stone is appropriate in many cultures.
If you are proposing to take her out for the night then a bunch of flowers or a box of fabulous chocolates is a good idea.
If you propose to ask her to help with your college work then you could take her to tennis, golf or her favourite ball game and coffee afterwards.
If you propose that she washes your car expect a hissy fit and a warm ear.
Whatever you propose be sensible about the present. Girls firstly want to be appreciated to the amount they expect that they mean to you. Under appreciation is tricky. Get advice from one of her best girl friends.

"Proposing a girlfriend" being asking a girl out, I assume?
You don't want to come off as too serious right away. It's best to just as in person. It's much more personal. Save the gifts for after she says yes.

Well the first answer anybody's going to tell you is a "ring" of course! She will be so memorized by the ring, and your proposel, that you really dont need much else, if you really want to add, a gift, a dozen roses are always appreciated and very attractive, women love them!
