ill answer as if you're riding English. for yourself you will need paddock boots, half chaps, a helmet, breeches, and gloves. You might also need a crop and spurs depending on the horse and how strong your leg is .. for the horse you need a saddle, girth, martingale, bridle, bell boots (if your horse moves well) a halter, blankets, hoof oil, fly spray, fly sheets, wrapping bandages. and more depending on your horse. you should really look into how much all of this costs though! considering you're starting from scratch by the sounds of it this will cost you tons of money .. esp if you have to buy all the English stuff and THEN all the western. you should probably chose one style if you're thinking of your horse.

This is the minimum you'll need unless you plan to ride bareback all the time
Tack: Halter, lead rope, bridle, bit, reins, saddle, saddle pad, girth
Brushes: curry comb, hard brush, hoof pick
At least one bucket they are good for many things
wheelbarrow and pitchfork
feed scoop a coffee can works perfectly well
Unless you don't have shelter for your horse than you really don't need blankets for winter ditto for the fly mask horses grow forelocks and manes for that reason.
