Not at all, venus rules many things. But your sun and Mars by sign and house will show the kind of man that attracts you. But if you're looking for females, then yes, one of the planets you would look to would be venus.

Hahahaha. Sorry, but that was funny. I think that no, it doesn't mean that. Venus gets power to express because it's in an angular house (1,10,7,4). It rules the 4th and is in the 4th so it can practically do as it pleases. Depends where Mars is in the chart though. Your case is very close to mine: I have Venus in Scorpio in the 7th and the cusp is Libra. I'm not sure it adds many Libra qualities to it, but it makes it operational, for good or for ill. :)

It need not be like that..it depends on other planets the venus is joined with/seen by and also the nature of lagna.For mutual signs like sagittarious lagna, venus with rahu in libra attracts several others particularly if more planets are in mutual signs.

No, you don't only attract Libras. Its how you are attracted to others and an indicator how you are romantically. Like your sun and rising signs deal with how you interact with others, and so on.
