i was wondering if you need a filter in the guppies water, unless you have a water filter and just fill up the tank with filtered water?
is there anything elts that i am missing besides the fish, the tank and the water?

Yes you are missing stuff. If you are planning on having guppies be prepared for baby guppies. Guppies are live bearers that means that they have live babies. I would get a breeders net and keep it. Guppies breed a lot unless you only want males. Females can get pregnant many times even with no males.
I have Guppies And they are a really good fish to have just be prepared.

I have found very few fish do well without a good filter. It prevents stagnant water, and churning it through a filter spreads the beneficial bacteria through your tank. I like undergravel filters myself, but others have done just fine with alternate filtration.

It doesn't matter what kind of fish you have, they all need a filter and the approbiate size of tank
As well as a heater in your case, since guppy's are tropicals and do well in temperatures around 76-82 degrees

a small heater would be nice, since they are tropical fish, and I do think you need a filter, doesn't have to be to big, or expensive...my guppies filter only cost $15

just dont get a guppie mine had 132 or it was 122 but it was a pain having her

guppies?????? suck get some betta fish they are way better
