In the UK circumcision is almost always just done for medical and religious (Jewish/Muslim) reasons. So most guys in UK are uncircumcised. The newborn rate is less than one percent; so it's rare. Although it used to be a little more popular; that no longer is the case, as with all the developed nations (except the US, but our rates have fallen a lot, too, since they're at 14% in some states, for example).

Most British men are not circumcised. For a while a lot were getting circumcised, until it stopped being covered and people would have to pay out-of-pocket. They saw no medical reason for circumcision, and so stopped offering it.
So now most English men aren't circumcised, unless they're Jewish or Muslim usually. Actually, about 70-80% of the world's men are uncircumcised, so at the very least women don't care as you don't hear them complaining all the time. And as it is a cultural thing, perhaps they prefer the uncircumcised penis.

I am English and I am circumcised. I had it done as an adult in response to my (then new) wifes strong preference. She is from the generation of women who had their early sexual experience with both circumcised and uncircumcised men and quickly grew to appreciate the difference! Circumcision used to be common in the UK until the near-bankrupt NHS stopped doing it free in order to save money. Nowadays, very few English boys are routinely circumcised as infants and so young English women, unlike their mothers, do not have experience or knowledge of the benefits of a circumcised sexual partner. American women are more fortunate. It is much better to be circumcised and I would never want a foreskin again.

It's very rare over there. Currently the rate of doing it to babies is really low (mainly Muslims getting it done), estimated at 1-5%, with only a few getting it done later in life, mainly for medical reasons. It's been that way for at least 20 years. So no, it's not a cultural thing to be circumcised in England. Nor with the rest of Europe, or most of the world.

In the UK circumcision is usually only done for religious reasons (Jews and Muslims). Rarely for medical reasons (the doctors in the UK seem to be able to treat phimosis without cutting, unlike many American doctors). Sometimes because someone as an adult has a psychological problem and requests the procedure (and can pay for it). Except for the rare (very) cases of medical necessity, people have to pay for it out of their own pockets; in the U.S. some insurance still covers the procedure, thus encouraging it. Most countries with National Health saw a huge decrease in circumcisions once elective circumcisions stopped being covered.

The medical reason for being circumcised upon birth is that the foreskin is too tight around the penis, thus preventing washing in that area. This occurrence is not exclusive to race or country, so anyone affected by it will be circumcised.

It is not common practice to circumsize in England. It is the default in America. As long as you practice good hygiene, there is no more risk of infection or disease with an uncircumsized penis.
