I really don't think weight is a problem.. I mean... come on... 280lbs... Haven't you ever remembered seeing on T.V. the big heavy set guys (who sometimes have their but crack showing) on T.V. riding cruisers.... Nope.. I really don't think that weight is an issue.
What may be an issue is whether she has the strength and co-ordination to ride the bike. I know personally that some people who tend to be large can be surprisingly weak. Some people tend to associate being fat with being weak, but that really depends on the individual. And since I don't know the person I can't say.
But weight in itself is not an issue, the side effects that may come from being overweight is the issue. Having said that, your "best friend" should watch his mouth, and have more tact (if any). And against the advise of what somebody says... don't slab him... cuff him.... (just j/k... don't do it.)

As far as a passenger, the more a person weights, the harder it is to control a bike. I rode a poor little XT225 up until I was 340lbs. When I gave my cousin a ride (89lbs, wet), It wasn't too bad. When I gave my sister a ride (130lbs), it was a little harder.
I was too big for that bike and needed an upgrade. I think I'm going for a Busa once I get back in to shape.

The only way a person could be "too big" to ride a bike if if their weight and the bikes together exceed the GVW (Gross Vehicle Weight) of the bike, which should be in the owners manual and/or on the placard on the frame.
If so, get a bike with a higher GVW.

Nobody is "too big" to ride a bike. The guy who said she was must be very 'small' himself to say something like that. No real man talks about a woman that way. Now tell her to get on her bike and enjoy what's left of the summer. :)

Just look at all the "two ups" on the interstates as "they pass you" and tell me your friend cannot ride. My husband weights 230 and I weight 130; Do the math (and this doesn't count the weight of all the "luggage" we roll up in the saddlebags).
Yes she can!

After she takes the Motorcycle Safety Foundation course, she should consider getting a cruiser style motorcycle. Harley makes lots to choose from, so do the Japanese motorcycle makers. She might want to get something with an 800cc engine or larger.

Tell you mate to shove a cake in her pie hole.
There are many rider who weigh more then that on the road today.
If your "real" mate want to ride a bike then so be it.
