how about a skinny box that firs around her body make holes for the arms and legs and cut out a big hole for her face!
Paint the rest pink and rainbow dots for the thingy and voila
pop tart!
Or you can buy them somewhere

It depends upon which PopTart she wants to be, but just make a huge cardboard box it looks like just a bigger and larger version of the poptart boxes,
then cover her the huge boxes with her on Halloween.
But why PopTart for Halloween? PopTart isn't scary usually at least I think so.

OMG that is an awesome idea!!! I think you could probably make it with just two big slabs of cardboard and paint them. draw the big eyes like the poptart people and cut out her eye holes where the pupils go. have her wear black pants and white shoes. Oh thats just awesome!

Well you are going to have to make a sandwich board and the only thing I can think of is decorating it with crepe paper sqares crumpled up in the correct colours (start now it will take you forever!) and the wear a pink outfit underneath. Oh, and pray it doesn't rain!

depending on how big she is (age/size), I would think something shaped or sewn together like a pillow case would work for the shape.
Then as far as the decorations the local craft store works wonders.
For sprinkles use something shaped like or similar to easter eggs but more tube like.

Cover in pastry cream and cook at 350 for 12 minutes. Refrigerate after cooling.

you can use a cardboard box, foam or Bristol board(heavy cardboard).
use paints to paint it desired colours and hot glue straps on it to go over her shoulders.
