If you have a Windows CD, you can try starting the computer up from it. If it starts up from the CD, you've most likely got a virus. If not, it's a hardware problem - take it to a shop.

This can be many things. WHEN does it restart? Before windows starts? During the bootup? It could be many things. If it is during startup..IE..windows never starts..it could be a power supply problem which is very common and inexpensive to replace. If it is after windows starts, you may have a virus and you might try starting in SAFE mode and running a virus scan.
