Do they want men to stare and know what type of bra and/or panties they are wearing (if they're wearing anything at all)?

Because women think that if they wear lighter color underwear that someone can see through their pants. But actually you are supposed to wear lighter colors because they blend. You CAN actually see darker color underwear through lighter color clothes.

They don't realize you're actually supposed to wear gray underwear under white clothing so it will disguise better. It's either that or a thong.(gray also).

I don't even own light colored underwear. So if I'm wearing my pale yellow t-shirt you'll see my red, pink, black, or orange bra under there. Geez, I haven't even thought about it. I must look like an idiot.

I guess they think it looks good or sexy, I really don't know because I don't do that, they have a neutral color for white and light colored clothes.

They probably think it looks good. Guys just like to look but the color doesn't matter. We can picture it in our minds regardless.
