All politics & oil & money! The great "unite-er" has no idea what to do in Iraq. So he has determined that , for his great legacy, to hold on & saddle the next president with his screw-up. Then he can blame it on his successor.
This did not pan put the way the neocons thought. They thought this was going to be a "cakewalk". They have all deserted the "unite-er" but cheney. cheney can't desert him without resigning. That would look bad for the republican party.
