You may need to call in the pros and take your car in for a thorough detailing of the interior, shampooing, steam cleaning etc. Before you do this, try to ferret around some more.
Remove everything from the car that isn't nailed down. Kiddie dishes, car seats, caddies, organizers, etc. Examine all loose items for the problem. Maybe some milk seeped into a groove in a toy or soaked into the pages of a book or a piece of clothing or a blankie. Or it is puddled and dried into the bottom of the over-the-seat organizer from a sippie cup that got turned upside down inside it. Etc. Clean all these items up, and declutter and organize them. If you found a significant mess at this step, maybe give it a week or so and see if the smell goes away. If not, clear the car of these items again, so that the professionals have free access to all the nooks and crannies of your upholstery and carpets. Leave only floor mats and such, otherwise, completely empty the car so they can do their job thoroughly and efficiently.
Tell them what you are dealing with so they know what products to use, and what to look for.
Of course you could do all this by buying or renting the correct equipment. It may be available where rug doctors are rented, but you will need attachments to make the piece work. If you are dealing with milk, you will want an enzymatic cleaner to break up the proteins in the mess, as well as something for strong odors, and something compatible with the machine you are using.
In the end, it might be best just to let the professionals do it if you can afford the service. Prices will vary.

Oh, isn't that just a joy.
First, you need to make sure that you have gotten all things out of the car that might have milk in them. (My kids like to hide the spilled cup under a seat.) Then, vacuum the carpet. Next, use a carpet cleaner that contains enzymes or says it will get out things like spilled milk smells.
Be sure to leave the doors open so it can air out.

If you know where your daughter was sitting then you know where she spilled the milk.
Get some Oxy clean stain remover and treat the carpet ,then take some carper shampoo and a scrub brush and scrub the carpet. Keep the windows down to let dry then spray some Fabreeze on it . If you can afford it take your car to be shampooed by a pro.

I bought a used car that had a sour smell in it, kind of like vomit; I looked everywhere obvious, then lifted up the back seat and found 2 silver-dollar-sized spots of what looked like dried ice cream or milk. I used a butter knife(because it's dull) and scraped off as much of the crud as possible, vacuumed it up, then sprayed Febreze on it and sopped up the wet residue with paper towels. Done!

You can either have a car wash detail your car for you or rent, borrow, or buy a carpet cleaner and do it yourself.
My husband left a bottle of chocolate milk in his car in 95 degree heat and the thing exploded curdled milk everywhere. He bought a smaller carpet cleaner that's meant to be portable, cleaned the interior, and no more nasty smell.

you can take it to a carwash and they can clean the interior but until then just spray febreeze all over the seats that way at least it won't smell.
