Seeing a moon that looks blue happens when there are particulates in the atmosphere, say from volcanoes or large fires. My guess is that that moon appeared blue because of the massive forest fires in Greece.
However, this is different than the blue moon in the phrase, "once in a blue moon." The blue moon in this phrase referes to the second full moon in any given month. It doesn't happen very often, hence an event that happens "once in a blue moon" is one that is rare.
I think we have a blue moon about once every three years.
ADDED: I looked it up at wikipedia. It happens, on average, every 2.72 years. This info is under the heading "Calendar Blue Moons."

The second full moon in a month is called the Blue moon. It is Significant in native religions and magical practices as a time to "release" negative emotions and thoughts. Interestingly the next Blue Moon wont happen for several years and next year February won't have a full moon at all.

There is a superstition and a song that both say you can easily fall in love with a person you meet under the light of a Blue Moon.
BTW, Blue Moon is the name of the song. The first line is, Blue Moon, I saw you standing alone.

Interesting. The moon here over the Mts. in Va. [US] was red. I've never seen it that color before. Luna was putting on quite a show!
