Don't listen to Pat - shutting out the HOA can have serious legal implications. Certain states allow HOA's to bring lawsuits to force you to sell your house & move.
If the CC&R's prohibit dogs, even if others have dogs, you may have no official recourse.
BUT - you might try unfficially contacting board members rather than the management company. The management companby are normally the problem - mine are & we've changed them in the past, but it never got any better.
3 times this year, I've had a letter from the HOA telling me I was going to be fined. I objected & defended myself & the fines went away.
# 1 check your CC&R's.

All residents in an HOA situation have the same rules. If you can prove this is not the case, go to a meeting and complain. Next is a lawsuit. Get some good pictures or video including the person who has the dogs.

Tell the HOA to get a life. I bought a house in a neighborhood that has an HOA. The came a knocking to get to to play in their little reindeer games and I simply told them when they started paying my mortgage they could tell me what to do, until then they had 10 seconds to get off my property. Never heard another word from them and have been living there for 4 years.

No, but you can run for the board next election time. Most of the people on HOA boards run unopposed.

If that is true, then I believe you can sue for being prejudice against you. Can you file a complaint to them?
