Is it consider plagiarism to post news article on your blog? I'm copying them completely so the reference is sited. However, some news stories say that the article may not be copied, redistributed, etc. so I'm confused. I'm just adding my own comments and the news article. The reason I'm concerned is that I've read where Perez Hilton had lawsuits for doing similar things. Your advice is great appreciated.

If you cite the source, it is not plagiarism. You are not claiming the writing as your own.
But if you don't have permission to reproduce the article, you may be in violation of copyright laws. In informal settings, like sending an article to a friend, you are not engaging in copyright infringement. But if you publish it in a newspaper, magazine, or organizational newsletter, you should get permission from your source first. The publisher may or may not make an issue of it, especially if it is in a very small publication.
As you can imagine, there are gray areas where it's not clear whether copyright laws apply, when there are not a lot of people involved. In this case, the publisher would probably send you a warning letter to stop, before taking legal action, so you would probably be okay.
But it is more correct and safer to post a link to the article.

If they say, "this article may not be posted or distributed," I would just write a review for your blog and post a link to the actual article.

No reason to take a chance.

As long as you put first i found this on this website

"put it in quotes"
then reference it again on the bottom.

put your own comments before or after the quotes.
