Contact your local chamber of commerce, they should be able to give you some information or direct you to established nonprofits in the area which may already be pursuing this. Grants are usually distributed only to eligible nonprofit organizations, not individuals. If you are serious in pursuing this, and the chamber of commerce is not able to help, you may want to consider starting your own nonprofit. To find government grants, you can view the government database at http://www.grants.org to see what funds are available, and what orgs are eligible to apply.
